I am going to build a pc

I am building a small next gen consoles type gaming pc

like a amd cpu ,a amd gpu ,8 gb ram
but is the intel one better?

For a gaming, you'll probably want to go with the i5. It doesnt matter what GPU you get (AMD has some good ones) but for the CPU you'll want to stick with intel.

It's highly dependent on how much you want to spend.

Could you give us an idea of how much you want to spend, and whether you plan to over clock or not.
