When stress testing my cpu with prime95 the temps go over 70C. Is the cooler too weak or do u think the cooler is not mounted correctly. The cpu is on 4 Ghz with turbo clock off.
 
Solution
I agree with Distello, Try re seating you cooler, apply very little thermal paste, a small dot(rice grain) in the middle & place the cooler on top of it, let the cooler's weight spread it evenly.
Also, make sure your case has good airflow, have at least two 120mm fans bringing in cooler outside air.
Can't be the cooler being too weak, it's quite a chunky one.
I would say try a re-seat, make sure it's on there properly and that you haven't applied too much, or too little, thermal paste.

Also don't forget to remove the old gunk thoroughly.

Oh and turn TurboCore back on >.> It's not great but it's not bad either.
