Question FX 8350

I have this old rig that has always be very reliable.
16 GB G. Skill Trident 2133
MSI 990 FXA Gaming
AMD FX 8350@ 4.00GHz (?)
GeForce GTX 1050Ti
Silicon Power 120GB SSD (boot drive)
Corsair MP 500 NVEMe via PCIe adapter (as storage)
Seagate 1TB
Seasonic Mk II 620w psu

The issue is as follow; although the bios indicates 4.0 GHz (20x200) MSI command center shows 1.40 with a multiplier of 7; CPUZ shows the same, 1.38. System app. shows 4.0GHz, thou. The rig feels fine and programs open up as suppose to.
Do I ignore CPUZ and Command C. or is there something wrong some where>? I know this is a little foolish but I'm going to give this machine to my son and I want every thing to be in order.

PS: Is and old rig, I know, but money is a concern to me.

Sounds like cool and quiet running. Our whatever amd calls speed step. It's down clocking due to being idle. If you ran those programs again with the cpu doing something it should show 4GHz.

Thanks for the response. That wasn't it. I run the applications wit F@H on full and they stay the same. I won't sweat it any more. Is an old platform and there so much it cab do. So I'll will ignore everything but the bios and system. Thank you again.
