My rig:
Fx6100 6x3.6 Turbo boost disabled
8gb ram 1333Mhz
Msi 760gm-p34 (fx) - i think vrm might be the cause...
Gtx 950 2gb
450 chieftec
Aftermarket cooler: silentiumPC Spartan 3 Pro.
Hwinfo shows two cpu temperatures when idle :20°¢ and 40°c.
Amd overdrive shows 55 degree of thermal margin when idle
When running prime95, thermal margin slowly drops to 30°¢ and then it suddenly spikes to minus 180 degrees! You can hear the difference in sound the pc makes when it happens, something like slowing down. It sometimes happens when i am gaming and causes a huge fps drop for a while.

Solution
Well, some MB with 8+1 VRM and that cooler should give you comfortable 4.2GHz+. I would look for second hand one so it can tidy you up until next setup.
After few tests hwinfo shows good temperatures even when throttlimg occures and Overdrive goes to -180. I found out that opening the case and blowing office fan air directly at motherboard reduces frequency of thermal margin drops and throttling.

VRM section was overheating, couldnt even touch it when testing. Made some DIY cooling for it and its slightly better now.
Should i get a better board and go up to @4.2Ghz or wait for Zen to kick in?

I was referring to him referencing HWMonitor.
