Fx 6300 run a 1400mhz (200 x 7) I remember that last year, my PC doesn't even run as low as this. I rarely check my clock speed, cause I think it's running well. Running GTA V under 30fps, 15-21fps. I disabled C6 sate, and cool n quiet. I it because of the motherboard(msi 970 gaming)?

I would check your CPU temperatures to see if it's thermal throttling.

Did you disable APM? Also disable HPC.

Your CPU temperatures are only 25.8°C. Even if FX CPUs are known to report inaccurate temperatures, your CPU is probably not throttling.

FX 6300s run 3.5 GHz at stock.
Your board can handle the 95W power draw, no more than that.

If you overclock, then your CPU may be downclocking as the 970 board may not be able to support the power load of the OCed CPU. Revert back to stock.
