FX6300 always at idle clock speed

Hey guys, so I got a new FX 6300 (had one previously but got bent pins beyond repair) and I've been running into some problems.

No matter I do whether it's a torture test, gaming or both at the same time the clock speed remains the same as idle. It does not go above 1.37ghz yet all the temps are fine. I'm pretty sure this isn't normal as I've noticed when playing Counter Strike (which is a very CPU intensive game) I'm getting up to 50% less fps along with stuttering and drops.

I've disabled cool n quiet, I've tried over clocking but no matter what I do it won't get above that mark.

I have an msi 970 gaming mobo btw

Why does CPU Z say differently though? Just a software error?

The chip will drop to the low speed if you go idle. Also, if you're not idle and it's at a low speed then you're throttling for some reason. Run HWINFO64 and check the following under load:

CPU temp
NB temp
VRM temp

You can disable C6 states and APM before the test to see if you have a temperature problem.

It definitely is throttling that's the issue.(I tried without Cool and Quiet so it doesn't drop to low speed @idle and it's the same) My CPU temps are fine and not going above 45 degrees, I don't know how to check my VRAM and NB on HWINFO. Could you tell me how? I'd really appreciate it if you stuck with me on this one, I'm really clueless as to finding a fix

Did you turn off C6 states and APM in the BIOS yet?

If not then do that and do the stress test and report the temps you get. Best stress test is Prime (custom set to 700-900 FFT size).

VRM temp is listed in HWINFO under the "sensors" panel. If you look you'll find it, provided your board has a VRM temp sensor. I don't know which one will be your NB. It depends on the board.

Even without VRM and NB temps make sure your CPU doesn't go beyond 59C.

C6 was off yes but I don't see anything calld APM in the bios. I checked any obvious power management was disabled though.

Yup, I'm really stumped. Should I try a spare mobo?
