Fx6300 and 2x r9 270x

Ok I'm build a new computer but it's running slow for boot u and everything almost acting "bottlenecked" I have a asrock 990fx fatilty mb fx6300k running at 4.1ghz 8gb of ddr3 1866 and 2x r9 270x and 650watt psu. I score a 7567 on 3dmarks firestorm. I would think I would score higher
I also have gta v that I can only run on high setting with texture at normal only at35-47 fps. Is my psu too small. If I could get some help that would be awesome
 
Overclocking would help but is not recommended because you have very little headroom right now with that PSU already. The FX 6300 actually falls below the recommended GTA V requirements meaning you won't be able to reach the same performance of Ultra at 60 FPS which you otherwise would with a more powerful processor. This is because a single R9 270x is more powerful than a GTX 660 which is the GPU the Rockstar Team says is the sweet spot for 1080 60 Ultra. But the FX 6300 is by no means bad and 40 FPS is very playable.
 
A new CPU, preferably an i5 3470 or the FX 8350 will instantly give you much better performance in terms of FPS, especially since you're running 2 graphics cards each equivalent to a ~GTX 660 Ti. However, it comes with a cost and if 40 FPS is playable I wouldn't bother. 16 GB of RAM is not necessary, 8 GB is currently the sweet spot for gaming. :)
