Fx6300 and ram issues

Hi, i have an fx6300 on a gigabyte mobo ( ga 78lmt usb3 r2)with an rx470 4gb and 8 gb of ripjaws memory and a 600tr2 psu. My cpu runs at 3.8 ghz instead of 3.5 why is that? And can i push it to 4.0? How do i oc my memory to 1600 from 1333 ?running windows 10 and have a Cryorig h7 plus with 2 thermaltake ring fans on the heatsink

Because 3.8 is it's boost clock. Should be able to get over 4.0 with it most likely, just change the multiplier in the bios. Should be all you need for 4.0 will need voltage increases to go much beyond that
