FX8150 overclock load throttling issue

My FX8150 is over clocked @4.21GHz on a Sabertooth 990FX R2.0. Recently a few new things have happened to my PC (I've been away at uni so it's been collecting dust for a few months), including a Bios update, an extra GPU (crossfire), and the Win10 Anniversary Update so I'm not precisely sure what has caused my problem (though I definitely lost my over clocked settings during the BIOS update and had to reenter them), but despite being unable find a single difference between the way my settingson were and now, the CPU now throttles to 4.17GHz, and no lower, the second it comes under load. Temps are good, 10 Celsius idle, never gone above 59 on a max heat stress test. I have tried every combination of settings within the BIOS that relate to CPU scaling or turbo, and I've tried to keep the frequency fixed within the OS environment (power management, etc). If anyone can be of any help it would be much appreciated.

Ah, no—it can get pretty cold where my PC is. Lower than 10C, certainly.
