FX8350, frequency scaling maxes out at stock clockspeed

I have an FX8350 and MSI 990FXA-GD65. Very new to overclocking, I've had the CPU up to 5GHz without stability problems. The issue is that the clockspeed seems to hover around 4GHz (stock), even under full load with stress testing, due to the frequency scaling feature (Cool 'n Quiet, I think?). I've tried disabling it and it runs at the full overclock, but I do not want to disable that feature long term because it saves a significant amount of power and reduces heat, and my electricity bills are high enough. At stock settings the CPU adjusts its clockspeed perfectly according to usage, and maxes out at 4GHz as it should, this just happens when overclocked (I've tried lots of times between 4-5GHz. I have a decent watercooler and temps are fine (15C idle, 45C load), so it's not that. Can someone tell me what I'm doing wrong?

you can't use cool and quite with overclocked cpu without running into problems like this, if you rally want to use cool n quite your only option is overclocking with turbo settings, otherwise its either one or the other
