FX8350 overclocking 4.0

can you overclocking the AMD FX8320 to the turbo ghz which is 4.0 using a Gigabyte GA 78MLT usb3.0 motherboard. I have taken not consideration that I will need a CPU cooler, but what CPU cooler will I need and is the motherboard able to overclocking the CPU from 3.5 to 4.0 and if it does, please suggest what CPU cooler I should use. Thanks
