FX8370 can't turbo

After changing my monitor to 144hz one, I just realized that my CPU can't run overwatch in 120fps on lowest settings stable; though I have a gtx1060 which is able to run the game in 299fps without any trouble. so I checked my task manager and just realized my fx8370 CPU (4.3ghz turbo maximum at stock)can only run at 4.08ghz. I don't know when it started but it did influence my gameplay a lot. after googling my issue I tried every method to this problem but none of them works. plz help me guys, this is really confusing me.
My PC spec:
CPU:fx8370
Mobo: Asrock 970m pro3
Mem:20gb DDR3(8+8+4)1600mhz
PSU: Corsair VS550 ( 550w maximum power )
GPU:GTX1060 3GB
btw I'm from China and there are no web pages about PC problems so I can only come here for help

Solution
In the BIOS look for “Advanced Clock Calibration” which should be set to Auto (on an Asus motherboard this is in the CPU Configuration menu). The item below it is called “Unleashing mode” and this should be enabled. Check if Advanced Clock Calibration is disabled.
