FX9590 randomly will go up to 70c + freezing while gaming

I know, I know, the fx9590 is a stupid really hot CPU and I really want to replace it but I just don't have the money right now.

My specs are:
FX9590
MSI 990FXA
16GB ram
ASUS 1050ti
corsair H115i

Problem 1: When gaming my computer will completely freeze with no sound or anything and I have to reboot.

Problem 2: Sometimes my cpu reaches as high as 70C and then will stay running hot with general use (about 50-60c) until it gets to the point where it will run 70c at boot and freeze shortly after. The only solution I have found to this is to replace the thermal paste and then it will go all the way down to 30c but after a month or so the problem will arise again.

ok, how do i slow down the cpu?

In the bios. If you are unfamiliar with bios settings, then look for overclocking guides on your motherboard, and work "backwards" instead to lower your cpu settings.

no i can't. It doesn't allow me to change any voltage or multiplier settings.
