G.P. Diagnosis Code 00 - no diag l.e.d's, no beeps

First time new build - on startup: all fans on, standby power l.e.d on, no signal to the monitor, G.P. Diagnosis card reads 00, no diag l.e.d.'s on, no beeps (with or without RAM)

System:

ASUS P9D WS motherboard
INTEL XEON E3 processor
CORSAIR CS550M ATX 550W power supply
NVIDIA QUADRO M4000 graphics card
KINGSTON HYPERX 32GB 4x8 kit 1.5v
KINGSTON SSDNOW UV400 480GB SSD
HP DVD1265 optical drive
PHANTEKS ENTHOO PRO case
ASUS VS228 LCD monitor
LOGITECH K120 keyboard
LOGITECH M570 wireless trackball

Got to step 21: reset CMOS - followed instructions in ASUS manual (reset with jumper)
Now the board briefly switches off/on during the boot and freezes at b2, diag hdd light is on
Repeated CMOS reset attempt with and without DIMM installed - no change: b2, hdd light on.
Also tried flashing latest BIOS update to no avail

Steps 1-20, 22-23 of the troubleshooting guide are good. No rogue screws or wires, everything's plugged in and has been set and reset.

At no point has the monitor received a vga signal, no beeps.

I checked the manufacturer, it is supported by the motherboard. I made sure to remove the plastic piece before install. The tabs are properly lined up and no pins were bent on the motherboard.
