So I just upgraded to x99, with a Rampage V Extreme, and 32GB of 2400MHz G.Skill memory. Namely these:

I turned on XMP in bios and used the Asus Ez Tuning Wizard to amateur overclock them, along with my CPU.
However, when I open something like Speccy, it shows the sticks running at 1066MHz. I know that programs like Speccy halves the memory number, but that just means that they are running at 2132MHz! I turned on XMP, so shouldn't they be running at 2400MHz? I'm not very experienced at this, so forgive me if I'm being an idiot.
