G.Skill Ripjaws Timing Tightening - Need Help

Hi guys,

This is my first post on this forum so please excuse me if I have not posted in the proper place.

Anyway, I just got back into building again and scored a great deal on some parts. First, I'd like to list the parts I have built before I get into my situation with my G.Skill Ripjaws X DDR3 memory.

CPU: AMD FX-8320 Overclocked to 4.4Ghz @ 1.4volts (stable, no issues)
CPU Cooler: Corsair H90 AIO (water)
Motherboard: Gigabyte 990FXA-UD3 Rev. 4
RAM: 4x 4GB G.Skill Ripjaws X DDR3 2400 (Model No. F3-2400C11D8GBXM)
Graphics Card: Asus Strix 1050ti OC 4GB
Storage: Samsung Evo 850 250GB SSD (OS, Games, apps)

So my "issue" here is that I want to tighten the timings on my memory modules. Today I went into BIOS and noticed that the timings were already lower than what is printed on the sticks. The RAM is rated for 11-13-13-31 but BIOS had already had them set to 11-11-11-28 by default. Note that I bought these parts not assembled yet so it's not like the user before had already set these timings out of the box (or did he..?). I started with a fresh install and everything. Also note that I have tried to bump the frequency up to 1866 without any luck. It just sends me back to the BIOS screen saying it could not boot.

So I set the timings to 10-10-10-28 without an issue yet @ 1600MHz.

My questions are,

1) How can I go about getting these timings tighter?
2) Is there any way I can get the frequency higher?

I can provide more detailed specs of my BIOS settings if need be.

Any help is GREATLY appreciated and I thank you guys for your time.

 
Update: So I've gotten my timings to 9-9-9-24 without issue yet. Still at 1600Mhz though. 1866 was no luck even at stock CPU speeds.

Any other info will be greatly appreciated.
