G-Sync monitor 165hz stuck at 60 fps

I just bought a 165hz, G-sync monitor ( https://www.asus.com/us/Monitors/ROG-SWIFT-PG27VQ/ )
After setting it all up, it appears that in everything I attempt to play my fps is locked at 60 fps max. I have enabled G-sync on my Nvidia settings as well as the game settings, also disabling V-sync on both. I have also installed the software, and updated my display drivers and set it to my primary monitor.
It should be noted that I run dual monitor with the second one being 60Hz, however I have tried with this unplugged as well. It runs on DP cable, and have tried games in both full screen and windowed. GFX Card GTX 970.

Does windows allow you to set your screen refresh rate to 165Hz, or is 60Hz the highest option?

Yes, it's important to know if you're able to set Windows desktop to 165Hz. If you can then it'll be software limiting you. What software are you using? Geforce Experience? Nvidia Inspector? No software used to limit fps?

What game is limited? Have you tried other games known not to have an engine cap?

If not able to set desktop to 165Hz then it's possibly cable or setting in the monitor. Is this your first time using Displayport? If it is your first time, Hdmi and Displayport look similar and if both cables were shipped with the monitor use the cable with the pointy notches. If are using Displayport cable, using the cable that came with the monitor or did you buy separate?
 
The place you need to go to change that setting is into the Nvidia Control Panel, Display Tab, Adjust desktop size and position. In that tab you will see a drop down for Refresh Rate. That should be where you change the setting you are looking for.
 




Thanks every one for the help, turns out I had refresh rate up in everything, except windows. I was using Geforce experience, was all games and was the cable that came with the monitor. For windows 10 my fix was under Display>Display adapter settings>monitor>refresh rate.
