G1 GTX 970 Factory OC having trouble getting to factory overclock

I've had this card for around a month and since it is "super overclockable", I figured it would have absolutely no reason why it shouldn't run +150 MHz on the core clock speed (the base overclock that everyone recommends), but no, it can barely get to +115 without having weird pink and red pixel squares flash and twitch all over my game.
- Another question: Could this just be my monitor that is outputting these weird pixels?

I doubt it, probably just the limit of the GPU core, did you add any voltage? Some GPU's will OC high others wont even of the same make and model the vendor most of the time makes little difference in how overclockable your card is, they can provide a good environment for overcloking but if the core cant do go that high then it cant go that high.

MSI Afterburner isn't allowing me to change the voltage. Should I try a different software?

Go into settings and check 'unlock voltage control'.
