will this motherboard support the 4790k right out of the box I'm building a new pc and just need to make sure I dont spend 300+ dollars on a processor I can't use

No, you can do the bios upgrade without 2 cpus. Just use another computer to create an update usb drive and follow this instructions:

how am I able to tell what cpus are supported out of the box?

Any haswell except for haswell devil canyon cpus. But don't go with a worse cpu just because of that! Just flash the bios!
