I know i3 -3220 is better then g2020 in some way.
I might see some betterment while playing games.(which I don't have plan too)

I will be buying another hp 8300 desktop ( early one have g630 processor)

the desktop will be on around 16 hours (give or take) daily. Sure the psu is only 240watts. For sff model. Will use 2 hard drive with dvdrw.
Most of the time it will run utorrents whenever it is on. With utorrent it will be running on back ground otherwise might not too with these other works.

1. It will be used for streaming movies, videos, YouTube, and chatting.
2. excel and word multi files opening together.
3. Watching stored videos, pictures and movies..
4. Transferring files from one hard drive to another drive
5. Delete or download new files and upload to google n other clouds.
6. Maybe maybe maybe play light games as the psu isn't strong for it.

Now not everything will run together but multi tasking will be applied. I had old dell optiplex g620 with p4 2.8 ghz processor and I use to do these with it for 5 years before the motherboard die. ( this had 280watts psu)

Solution
usage list. will it help?
1 yes, both the improved CPU and GPU will help here
2 not really, office applications are not optimized for multiprocessing, but you can do more while doing these things, youtube, movies or music in background will have far less performance hit. multitasking will increase dramatically
3 yes, again the CPU and GPU will be apparent here
4 not really, more to do with the storage susbsystem and RAM
5 no all that takes place off your PC, the main speed bottleneck is the network
6 yes, massive increases here to be had.

Are you buying this one used? If so what the price so that you don't get overcharged.

Well these pc, tower or desktop are mostly comes from different countries I guess as when other countries discharge them. Maybe they are refurbished as well...
That I will never know. Same for when I bought dell optiplex gx620 back then.
Going to buy from a shop from a main market of computer with 7 days checking warranty .( as that how long they give here only).
Price for hp 8300 barebone (psu, motherboard, dvdrw and casing of sff) for $20( Rs. 2000)
4gb Ram 1600mhz bus speed.is for $15( Rs. 1500/-)
I have two hard drive right now, but I will let go of one and buy a new 2tb seagate barracuda hard drive for my main and downloading n everything.
Second will be fro storage and my pictures and videos.

Processor , I have two option from this gen from these shop keeper in the market.
So looking at what my usage is is g2020 good enough or I do need i3.
Price different is double of g2020 .

In theory sure, but will I see anything different or not. Considering my usage.

Well the i3 is quite a bit better than the g2020 and has a better igpu. This will help with hardware acceleration of videos and other things which is a nice bonus on top of the better performance.
Depending on the price of the cpu it may or may not be worth it.
