So I am going to build a budget pc and I have a very strict budget. I have seen many reviews on the g3258 and they have all beat the 860k. Most of the games though are on 1 year old games and I have heard that games like Far Cry 4 and Black Ops 3 are not able to run on Dual Cores. I will upgrade the Cpu maybe next year to a i5 but will 2 cores bottleneck my gtx 950 under 30 fps?

I don't know where you heard that dual core processors cam't run new games, but that's entirely wrong. Games generally rely heavily on the first two cores of a cpu, and if the game is heavily threaded it may also use a processor's 3rd and 4th cores. Not having 4 cores won't prevent you from running a game though. If you intend to upgrade to an i5 a bit later down the line, you should get a pentium with a nice motherboard to match the i5 later on. The pentium will not bottleneck a gtx 950, but then again the athlon wouldn't either, it's not that strong of a gpu, so it's hard to bottleneck it. You'll be fine with the pentium. May I ask what your budget is and what country you're from? I may be able to help you throw something together on pcpartpicker.com

I am from Canada and my budget is around ~$500 CAD. I don't suggest trying to throw me together a system as I already have like 50% of the parts. All I need now is the CPU, Mobo, and GPU and that budget is around $350. Right now I am hovering between the 860k and the G3258 with a GTX 950 or 960 if I can get that on sale. I have read a few articles that say games like Farcry 4 and Dragon Age Inquisition won't run on dual cores but apparently I have also seen gameplay of those games running on the G3258.

There is a difference if a game needs 4 cores/threads for performance vs. 4 cores/threads to actually run.
The G3258 can be overclocked so high as to overcome a lack of cores.
But, I think FX4 actually needs 4 threads to start. That does not necessarily mean 4 cores but 4 dispatchable threads.
That means that a I3 will suffice.

You might be attracted to the price of the X4-860, but don't go that way if you ever want to upgrade.
The motherboard it needs has NO cpu upgrade.

You could go with a i3-4170 at about $150 and a lga1150 motherboard.
But... I would suggest a stronger and only slightly more expensive skylake I3-6100 and a lga1151 motherboard.
Skylake integrated graphics is much stronger, so you may be able to defer on the graphics card for a while.

Your next upgrade will not be to a i5, but to a stronger graphics card.

Exactly what parts do you already have?

There are somewhat easy to configure fixes for both the games you mentioned. Most current games will run fine on a G3258. Occasionally you'll hit the odd one that's poorly coded (IMO) that needs a tweak to get it to work or work properly. I would only recommend it if you plan on overclocking it though. That's where the real benefit of the Pentium is. Also, if you plan on upgrading the CPU in a year you might as well not bother with the 860k. There's really nothing to upgrade it to on that platform.

I think I will get the G3258 with a H81. I can then afford to get a GTX 960. I will probably upgrade to an i3 or an i5 next year and maybe get a z97 board. Does anyone have any experience overclocking the Pentium? Do you think 4.0 GHz with stock cooler is do-able?

Will an H81 bottleneck an i5 or even an i7? I meant I might get a z97 much later down the line as I am not a big overclocker and all I really want is just to turn up the multiplier and get 4 GHz with the Pentium.
