G3258 won't idle down from 4.2ghz on H97i-plus

Well, like the title says, I can't get my CPU to clock down at idle. I must just be missing something in the bios. I guess it doesn't really matter but it worked on my lame old ASrock h81 board I can't understand why it won't work on this one.

My specs are:

Elite 130 mITX case
G3258 o/c 4.2ghz (stock voltage if that matters)
Asus H97i-plus (and don't even say you can't overclock the H series, you can, I have, it works.)
16gb Crucial Ballistix sport 1600mhz (at 1333 due to cpu limitation)
Zotac GTX 760 2gb
Rosewill ARC M550
Samsung 840 Evo 120gb
WD 1TB
Seidon 120v AIO cooler
Atheros mPCIe wifi module

I'm just missing something stupid in the bios but I wash my hands of it so any help would be really appreciated. Thank you.

 
Solution
Windows should allow you to set a minimum in power management, if you've set your samsung to "performance mode", windows will not be able to turn the power down below 100 %.
