G4560 at 100C

The title is fairly self explanatory, and I'm going to assume that this temperature is not at all safe for my CPU. Could this possibly be throttling back my CPU and do I have to replace thermal paste?

The CPU is certainly throttling. Is that only under load or idle too? You haven't messed with any bios settings? The most likely explanation is your cooler is not mounted properly.
