A surfeit of problems and questions... but some background before I get some answers.
I had my SSD in an old HP intel based system, booted so quick within 10 seconds from cold to password entry. It was an old pre-built system. Anyhow, got my SSD, put it in this slightly newer AMD motherboard and got windows installed but the roller-coaster this thing takes me through. The boot time alone, 30 seconds. The USB i'm installing windows with, works perfect, I just got done using it a couple times already. No problems there.
In the BIOS, I couldn't get windows installed under any sata selections. The only way I could was through "Native IDE" selection, that allowed me to install to my SSD SATA drive. Everytime I tried installing windows via SATA it would hang at setting up windows (before any options to format the SSD). There was a couple times I managed to get to the drive selection to show up by using the command prompt and doing the whole disk partition/delete/clean. That's as far as it let me go (working on this for 2 days).
Which now leads me here, (accepting the Native IDE issue) now I have high disk usage spikes and hangs. I have disabled BITS and windows search via task manager. I have tested other USB devices, same thing. Once I start installing or transferring data it pops to 100%. Sometimes it randomly rockets to 100% without doing anything. In my attempts to resolve, I did notice my CPU was dropping multipliers, going way below 1hgz, (about 700-900mhz). I turned off quiet-n-cool feature in BIOS, that did help keep the transfer speeds at 100% for about 3/4th of the way, but, now has returned to dropping to @30Mbps. I'll also mention the SATA ports are 2.0, my SSD is 3.0. I was getting a steady 110 Mbps but now it's slown' down. At this point, I am not sure what to do. I require assistance from the gods of tomshardware.
A Video of what is happening, I have more if I need to upload. I am transfering 50GB of data. (Elder Scrolls Online)
