Question GA-8IPE1000MK motherboard wont boot, maybe corrupted bios?

Hi. I have old but for me good GA-8IPE1000MK motherboard what is used as a game server. Because of school and other important i was not time to playing and server was stay switched off for 2 or 3 month.
Now i wanted to switch it on again, but happens something weird.
Moment when bios need switch to OS bios stop respond and NumLock on keyboard start blinking. (interval about 0,8sec on, 0,4sec off) I also captured a video:

(in video weird, that when bios stop respond, dissapear ,,4,, from ,,SVID,, number 1458 where is ,,network cntrlr,, ) its happen when trying to boot from hdd.

its happen when trying to boot from windows system disc. Stop respond too, now corrupted characters and NumLock blinking again. Sometimes when fast press any key before bios stops is possible to enter setup and reinstall system, but it wont help to boot.
Yesterday i got a new AGP card because i thinked that GPU is dead but no, so how do you think, RIP motherboard ?
Specs:
CPU: intel celeron 2,60 GHZ
RAM: 1GB (usally 3GB but i removed 2GB)
GPU: ASUS V7100
PSU: 200W DELL (used only 3 months)
SATA hdd

It's not entirely clear, have you actually tried to press a key (when the "press any key to boot from cd") message appears? Also, it could be a bad drive (HDD or Optical) or a bad PSU. Try disconnecting the HDD and see if you manage to boot from the OS disc. Failing that, try installing the OS from a flash drive and disconnect the optical. Set all that aside though, honestly, that computer is an old as hell! It's from 2003, so it's ridiculously old. If it was up to me, I'd just get a new one. Why bother using a 16 yr old junk?

i tried all, but when i formatted hdd again and installed os i got error

I'd say it's more than likely to be the case. You could verify it using Samsung's ES-Tool, which is included on UBCD):
