My motherboard is a GA-970A-UD3

I thought I solved this problem, but apparently not. My motherboard would keep getting a long continuous beep. I cleared the CMOS by resetting the CMOS battery and then the beep code indicated a short beep everything was ok, but then a couple a seconds later then the long continuous beep would appear again.

Also my beepcodes are:
1 short: System boots successfully
2 short: CMOS setting error
1 long, 1 short: Memory or motherboard error
1 long, 2 short: Monitor or graphics card error
1 long, 3 short: Keyboard error
1 long, 9 short: BIOS ROM error
Continuous long beeps: Graphics card not inserted properly
Continuous short beeps: Power error

There is nothing that indicates 1 long continuous beep that never ends. So now I am also working blind.

Unfortunately no. I cannot go to the bios at all and my monitor remains in "power saving" mode. As for the CPU fan, I just checked and everything is hooked up to where it belongs according to the user guide. The CPU fan is also spinning as well.

I have dissembled and reassembled my computer without the case and it continues to make that noise. I have also dusted out my cpu and still no solution.
