I want my DVD drive as first boot and hard drive as second boot.But if I have no disk in DVD it does not find my hard drive,I have to go back in Bios and reverse the order.

Check if the cable is seated properly in the SATA port. If it is, plug the HDD in a different SATA port.
Maybe you could try with a different SATA cable, because the one you are using might be faulty.

If you reverse the order is it detected properly or not?
Try resetting BIOS to default settings.
I've noticed that your mobo has dualBIOS technology, which means it supports UEFI as well as Legacy BIOS.
I suspect the default settings are set to UEFI, so I'd suggest to boot with BIOS instead.

Thank you SuperSoph_WD,if I reverse the boot option whatever I have as first boot(hdd or dvd drive) it finds ok.
If I have dvd drive as first boot and hdd as second boot and nothing in the dvd drive, it does not find my hdd until I go back in bios and make hdd as first boot option.
Its not such a big deal at least I can reverse the order in bios if I need to boot from dvd first.but I would like to know why it isnt finding that second boot.
 

Yes, I understand it's not a big deal but it still must be pretty annoying. 🙁
I guess you could try resetting BIOS then and see if it helps somehow:

Another thing you can do is check if you have the latest update on it, you can do that on your motherboard manufacturer's website and check for any new updates on your mobo there.

I did reset the bios prior to seeking the help of this very good forum,this is the first dual bios board that I have ever had.

I suspect it may be due to a wrong setting somewhere in the bios,I will go through it thoroughly(again) and will let you know if I come up with anything.
