Ga-ax370-gaming K5 mobo not posting

I recently upgraded my am3 and ddr3 motherboard to a new am4 and ddr4 4 motherboard. I plugged it in and made sure everything was correct and nothing happened. No LED lights lit up or anything. Checked to make sure power supply wasn't dead, and it wasn't. Took out the motherboard and tried it with just the cpu and ram, still nothing. Decided that it was dead and got exchanged it for another k5, but it is still not posting. My old setup was working fine and would turn on, but with this motherboard, nothing is happening

Please help.

CPU: AMD Ryzen 1700x with fan cooler.
RAM: 2x8 GB Corsair Vengeance LED 3200MHZ
Power supply: Corsair CX750M
GPU: NVIDIA GTX 1060

Board outside the case, try shorting the 2 pins for starting it. Make sure that you're shorting the correct ones.
