Ga-Ep45-ud3p initial boot problems please help

Gents, I have taken the plunge to build a new computer and although I think I’m close, I am having some issues. Any help will save me hours and days of time. I am trying my best o hang in there without forking out money to have someone fix this but after 4 straight days and two OS reloads and repeated re-boots, I am getting close to giving up. Please help!!!

My problem occurs during startup or cold boot. It appears to goes away when the machine is warm or rebooted after entering the BIOS.

On the initial boot I am getting garbles across the screen as though the video card is not working. When XP loads, everything is large as though I have just installed a new video card. I reboot and hit DELETE to go into the Bios and I have a readable but very garbled video screen. I enter MB Intelligent Tweaker and hit the down arrow key down very fast and then up very fast and suddenly the screen clears up. Sometimes it clears up when I enter the Tweaker screen and other times it takes a minute or two.

I have version 1 of the board and have updated the Bios this past week (F9).

My system-
Hard Drive-Raptor SATA Hard Drive (150) non-raid
Chip-Intel Q9550
Memory-DDR2 OCZ2P10664GK PC2-8500 (2x2048)
Video Card-PNY Verto GeForce 8600GT PC Express x16
Two CD rom drives set up as Cable Select
OS XP with SP3

I have tried different settings for the ram but no luck.
First boot device is set to Hard Drive.

After reviewing the below specs, please contact me for any further info.

Thank you in advance for your time and help.
Alex

Splendid
First things first: have you done a "Load Optimized Defaults" since startup? This is a mandatory first step. Another is to uninstall EasyTune and/or EnergySaver, if they are installed...

My advice: strip the system of everything, except:
video card and monitor
keyboard
all PSU plugs
one stick of RAM in slot closest to CPU...
jumper the RST_CMOS pins for a few seconds...
Then do the LoadOpt...

I'll post only the settings to change:

MB Intelligent Tweaker(M.I.T.)
Robust Graphics Booster ...............: AUTO
PCI Express Frequency (Mhz) .........:100 (not 'auto')

C.I.A.2 .................................:[Disabled]

DRAM Performance Control
Performance Enhance...................: [Standard]
Command Rate (CMD) ....................0 (auto should set this to 2 after load opt)
Driving Strength Profiles
Driving Strength ............................auto
Channel A
Static tRead Value.........................:6 (bump this to 7, on both channels)

DRAM
DRAM Voltage ……....1.800v............: 2.1 (THIS IS IN PINK) (I believe this will show red for any value above 2.05 - your RAM is spec'd at 2.2V

Advanced Settings
CPU EIST Function.........................: [Disabled]

Integrated Peripherals
SATA RAID/AHCI Mode [Disabled] I set it up on OS install initially on AHCI but when I hit “Load Optimal Levels” the screen went to disabled
SATA Port0-3 Native Mode [Enabled] (activates IRQ sharing for drives; unless using Windoze version ME or earlier, always leave enabled)

Additional setting:

On the "Integrated Peripherals" page:

Your manual shows "Legacy USB storage detect", but later BIOS say "USB Storage Function" - either way, set to "Disabled"
