GA-X99-Gaming 5P no post, no beep, no fans

I'm trying to figure out why my new build won't POST. Ambient lighting on the motherboard comes on, but no beeps, no output to the display, and it resets every two seconds.

Fans do NOT spin up.

All components are new; nothing was recycled from a previous build.

Motherboard: GA-X99-Gaming 5P
CPU: i7-5820k
Cooler: Corsair H80i v2 (radiator mounted in back position - I've tried this with the outer fan mounted on the outside of the case as well as inside to get the needed clearance to swap & test RAM, as well as in the intended position completely mounted internally)
RAM: 4x16GB G.Skill Ripjaws V F4-21133C15Q-64GVR (tested with all four installed and with one at a time in the 3 slot per the mobo manual, no change)
PSU: EVGA 850G2 220-G2-0850-XR
GPU: XFX Radeon HD5770 (has been tried with a Gigabyte R9 390X as well, no change)
Storage: None installed yet (was going to test boot with the Win10 USB installer; this will be a Samsung 850 EVO 500GB once this is working)

My first theory was that all four RAM modules were bad. They're the only component from my previous attempt at a 5820k build, which used a GA-X99-UD3P motherboard and a different i5-5820k processor (I'd RMA'd it thinking it was the problem, replacement didn't affect anything). This could also be a thermal issue based on the fans not spinning up. I'm just not sure where to go from here. Any help would be appreciated.
 
Try leaving only CPU and CPU fan installed, both 24 and 8 pin power cables connected.
No other wires/components connected.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button.
See if the radiator fan does spin.
 
I disconnected the reset switch and power button cables, then started it with the screwdriver on the power pins. The radiator fan spins very slowly for about half a second (I doubt it's getting more than 100 rpm), then stops when the power cuts off to reset. Subsequent looped resets don't spin it at all.
 
Yes, I removed all four RAMs. I also removed the video card. The only things connected to teh mobo are the CPU, the cooler (radiator fan in a system fan header, pump in the CPU fan header) and the 24-pin, 8-pin, and molex ATX power connections.
 
I'm getting the feeling that this might've been a problem with the weight of the heatsink not adequately spreading the Ceramique thermal paste... does that sound like a possibility?
 
This might be my inexperience with LGA2011v3 sockets, but are the pins supposed to stand straight up? They appear to be oriented at angles, but the pins in each half of the socket are all at the same angle, so either they're all bent or the socket's fine.

EDIT: Ignore that, optical illusion. I need my eyes checked. Socket looks fine.
 
Yes, the pump was connected (via CPU fan header as the cooler install directions recommend) during all testing. I removed the Corsair Link USB connector when I started testing starting with the screwdriver.
 
I don't seem to have a 4-pin to molex. I'd have to go pick one up in the morning.

The pump's lights came on during every restart, so we can be sure it's drawing power.
