ga-z170-hd3p MOBO will not power on. Bad MOBO or some other problem?

Building a new PC, see part list below. Assembled the PC hit the power button and nothing. No beep, fans or lights. Checked all my connections and reseated everything, no change. Took everything out except 1 stick of ram in the 1 slot, the CPU, cpu fan, and system speaker, no change. Changed out the PSU to a brand new one and still nothing. Kinda out of ideas. Any help would be appreciated.


EDIT: While I was posting this I left the bare bones set up on the table plugged in. I went to tear it down to check to see if there were any bent CPU pins and found that this component https://drive.google.com/file/d/0B8maID9_gG7cUnlDSG9lTjZuU1E/view?usp=sharing (The one centered with gigabyte on it) is piping hot, burnt my fingers on it. The manual states that it is the Intel Z170 chip set. What does this mean? I assume it means that MOBO is toast but Im mostly concerned if the CPU has been damaged.

I did what was suggested and no dice. I suppose I'll have to try to RMA the board. Is Gigabyte usually good about standing behind their product?
 


TBH, no idea. They are a very reputable and experienced company so I would assume so.
 


Ok thanks for your help. I just submitted a RMA request to Gigabyte so here's hoping that they'll honor it and that the only problem is the motherboard and not the $218 CPU or $264 GPU. Pray to the computer gods to have mercy on this humble newbie.
