Question Gains from gpu aio cooler?

So currently i have my msi 1070ti armor running with a decent oc and temps get to like 70* instantly, getting as high as 78* ingame (i think i may have seen 80* once or twice)
Nr600 case, 3x sickleflow fans in the front, and 3 exhaust fans in this rig (has pushpull aio on the front for the cpu) so a total of 7 fans in this thing, and still running ''Hot"

Also gpu has a very aggressive fan curve.. fans are 100% almost the whole time

Wondering if this would be causing throttling and if i would get any noticeable gain by going to something like this cheap vga cooler, also assuming thats a good idea maybe recommendations on heatsinks for vrm and whatever i would use to stick heatsinks to the vrms and such because i definitely dont want to glue heatsinks to the card just incase

so is it a problem for the card to be at 70-80* for long periods of time? as soon as its under load (a game) its 70* lol and will maintain
