it depends on wich games you play heres a chart showing PassMark - G3D Mark benchmarks .i would go with a 580 its much cheaper for the same performance.

raw performance wise 6990 is faster. dual gpu cards such as GTX590 and HD6990 rely heavily on driver stability to work properly. maybe you should look around regarding both card first before making decision. what are the rest of your spec?
