Galax Gtx 1070 ti ex core clocks and overclocks

I bought a Galax Gtx 1070 ti ex. On stock settings, I get 1836Mhz core clocks and the max overclock I achieved at 100% fan was 1911 Mhz on the core and 420Mhz on the memory with stock voltage. I get 1949 max core overclock when 100% voltage is added . I use an Antec VP650P. Are these comparatively low clocks a result of a poor silicon lottery or my PSU? Temperatures under 100% load reach 76 degrees.

When I run heaven, it gives the core clock reading as 2037 MHz. However, Afterburner gives 1936 MHz as the core clock. Which one should I trust?

Both its reaching 2037 because it boosts on its own. It will go up and down based on load and temp headroom. As lon as you are stable you are fine. Just let the card do its thing, think of it like a over-overclock. Good luck
