Question galax gtx 980ti hof fans not working.

my gtx 980ti hof fans stopped working but i tested them individually and they spin just fine.. at first my main monitor would get some pixilated lines and i would restart and it would go away. then i noticed whenevr i would wake my rig up from sleep the fans would surge for a minute or so then work normally. then both the screens i had turned on were pixelating and my gpu temp was 91 and the fans werent working at all as far as i could tell. any ideas as to what the issue is?
