What im actually doing is putting the gt240 into the PCI-E slot which in turn will override the integrated card already on the system. From what I have researched the card pulls 69 watts and the PCI-E slot has a designated power of 75 watts.
The PCIe slot does not provide the power, the power comes from your power supply. You're not adding 75 + 250 from your PSU to get the power you are outputing. What that 75 watt means is that a card can need up to 75 watts of power and be able to run just off the PCIe slot power without needing a secondary power plug. I don't know if you are thinking that you'll be safe just because that card can run without a secondary plug, but it's not a good idea.
You're free to try it though, it's your system. I'd only give it a 20% chance of being stable though, at best you would probably get random shut-downs, at worse your video card and motherboard will die after a few of those. Up to you if you want to risk it. A decent 300+ watt power supply can be had for abut $30, you may be safer with that. And a 240 may not be the best card pick. If you have a decent dual-core computer, get a Radeon 6770 or a 5770 (same card really) and a 400 watt PSU, should be around $120 for both if you look for some sales.
