Question Game auto-minimizes when set to fullscreen

I'm talking specifically about Tales of Berseria.

I understand that Japanese games are notorious for shoddy PC ports, but I figured I'd ask just to see if I could find a fix. Whenever I set the game to fullscreen, it'll auto-minimize itself (not a full crash). I can bring it back up, but it minimizes itself again after a few seconds. It runs fine in windowed borderless, but I prefer the performance I get with fullscreen.

I got it through Steam. I've verified the files. I've disabled the Steam overlay. I've tried editing the config file: there are two lines that stand out to me for this problem, one is screenmode=fullscreen (changed by in game settings) and another line which is fullscreen=false. I changed it to true, didn't help. I've tried a few adjustments in Nvidia control panel, nothing works. The only other game I've had a problem like this was with NieR Automata, which was fixed with a mod.

In case it helps, here's what I'm using:

LG 32GK650G-B QHD 144Hz monitor (the game maxes at 60Hz)
GTX 1080 Ti (drivers fully up to date)
i7-7700 @ 3.60GHz
16GB RAM

Just looking for any suggestions people might have. It's an annoying problem, but I can't seem to find a fix.
