Question Game causes PC a bunch of lag?

Hello! I play this game Terraria, I have checked and I have a RX 580 Series GPU with a i5-3470 CPU. My system is WELL above the system requirements but doing anything that requires any more power from my pc will make my game lag like crazy? Yes, I do play Terraria modded with Calamity and PinkyMod but I also play Conan Exiles with AoC and EEWA, Ark: Survival Evolved with Primal Fear, Ark Eternal, and The Paranoid Survival with 0 lag. I have checked everything but my game will still drop down to 15-25 FPS when most of the time it runs on 100-125 FPS? I know TomsHardware is a website about GPU, CPU, BOIS, or system issues but I didn't know where else to ask this question. Thanks!

Yes I have, my CPU and GPU stay at the normal temp for gaming.
