Game FPS is limited to 143 unless I'm in fullscreen.

My FPS in every game is limited unless im in fullscreen mode. I use 2 monitors so I highly prefer windowed fullscreen.

Is 143 FPS not good enough?? Lol in my world that is what I would classify as "playable framrates times 2"

It's 100% playable but I notice that with locked FPS, there is stutter when looking around.
