Game lag, cpu usage, gpu usage and gpu power drops.

this only started recently, it never used to happen
randomly, during game play, the fps in my game drops along with the cpu usage, gpu usage and gpu power, however the temps are all low enough so i do not think it is thermal throttling.
Specs:
ryzen 1500x
gtx 1060 3gb
msi b350 pc mate
500w power supply
8gb ddr4 @2400
windows 10

RAM usage is always about 95% and hdd constantly fluxuates. See image (red line shows where dip occurs)

sound like it ran out of ram and using hdd as virtual memory.
Go to resource monitor to see what is consuming ram.

The only programs using ram are using very little.
