Game lagging but GPU and CPU aren't at 100%?

I was playing Shadow Warrior 2 and wounderd why i am having lag.
My GPU was using only 30 % and CPU just 50 % on Ultra setings.

I just could not find a solution.
Wanted to ask if this a proplem with my Pc or just the game, because on other games it is fine.

All CPU Cores work same, and are not overheating.
All drivers are up to date.

I7-6700k
16GB DDR4 3000 Ram
Asus GTX 1070 Strix

Windows 10

CPU 3: 63 %

I did not updated the game jet, because the PC is new and i whanted to play.

I replay again after downloading them.
