Game lags and crashes

Hi, been trying to solve a problem for a while and wondered if anybody else had come across it:

Whilst playing certain games on my pc, im getting good fps (60 stable - capped to this)... In game seems to be fine, but seem to get issues on menus alot.

For example on call of duty infinate warfare i load the game, it comes on but stutters on the intro, then whilst browsing the menus the screen can simply lock up for a good 20-30 secs and shows as little as 1-2 fps, still playing sound, then it suddenly comes back to normal. It has also on a few occasions displayed a black screen with sound to which i have to task manager and end task the game to come out. A few times it has crashed the hole system - but not often. As said above though, its never caused an issue once in game, it seems to play fine. Another thing to note is the game always seems to crash if i change a graphics setting in the games menu.

Project cars pretty much the same, in races i can be pretty confident it will play smooth with no issues but the menus are terrible. When first load the game the splash screen can be frozen on for ages before finally loading past it, then it sometimes crashes the game in the menu or even locks the whole pc.

I do seem to get alot of black screen whilst still playing sound if iv altered something - like maximising the window or tabbing out and then going back to the game etc....

Other games like the sims 4, motorsport manager, football manager, battlefield bad company, dirt rally 3 seem to all run fine and smooth at high settings both in game and menus.

So i guess the main observation here is that it happens on the 2 most gpu intensive games - but only in their menus!

Iv monitored temps, they seem fine.

Psu voltages all fine.

Mem usage, cpu usage, disk usage and gpu usage all as to be expected.

Run ddu and fresh installed drivers.

Disabled steam overlay (slight improvement)

System as follows:

Gigabyte 970 g1 gaming mobo
Amd 8320 cpu
8gb kingston hyperX ram
Gigabyte 1050ti g1 gaming gpu 4gb
Os on ssd, games on hdd
Corsair 450 watt psu (cs450)
2x 24 inch hdmi connected monitors

Iv tried various psu calculators and even had a electrical testing socket plugged in to test the pull of the psu and even at full load the system was reportedly pulling just over 300 watt so im not thinking psu is underpowered in terms of its wattage.

Just looking for any suggestions from anyone that may have had similar issues. I know the most simple things can cause such issues.
