Game lags when CPU hits 100% utilization

So,when i play GTA 5 it works fine for a while but its start to lag heavily after like 2 mins when CPU utilization is between 80% and 100% what can I do because it used to work fine before and i have completed like 40% of the game so its not the hardware issue I think anyway I have Intel i5 6200U 2.3 GHz CPU with 4 GB(which is not maxed out during game play btw)
Things i have tried but haven't worked
-Power management
-Idle CPU utilization is less than 10%-15%
-updated drivers
-system restore
it doesn't happen with other games so it might be GTA related issue i don't know.

Why is the cpu clocked at 2.3ghz, you need to check task manager and see what is spiking the cpu at 100%.
Try clocking up the cpu to 2.8ghz and leave it there from now on.
It sounds like a background service from a program maybe doing this
