It's weird, I thought my computer could handle me playing Overwatch or League while having a Twitch stream open. FPS goes down a little but not a lot, but I can tell there's slight lag when I'm playing. Any ideas?

If you're broadcasting you are screwed OBS is really CPU intensive. Try making the GPU do the legwork instead with ^ X264 and lowering OBS settings.

Edit:
Try this ( http://www.geforce.com/whats-new/articles/shadowplay-twitch-streaming ). Damn it that guy was way more useful, I didn't notice until now ( XD ) what he said should solve the issue 😀
Probably not enough threads, Let's do the math: Twitch takes around 20-30% CPU usage on source quality Windows 5% Your games takes 70-90% with no FPS cap. And since an i5 3570k has no Hyperthreading it struggles doing them both at once. Which means bad frametime's (stuttering) and because your GPU's is rendering too many frames your CPU can't keep up. Especially when newer games already utilize 4 threads. and it has none to spare. Hope that makes sense 😀 Edit:

You can also usually just capp FPS on games that don't require that super responsive 300 plus FPS CRT 200Hz screen tear galore experience, commonly referred to as CS:GO then you should be fine, But Vsync lag is noticeable! Or try lowering Twitch quality I rarely pay attention after more than ten minutes.

are both monitors the same?
stuttering/lag can occur if you use 2 diff monitors with different refresh rate
very common if/when people use a 120+Hz monitor for gaming and their second monitor is regular 60hz

What's your X264 settings? Try setting it to "very fast" or higher, the "slower" it is, the more cpu it takes.

Also, what are your OBS-settings? Resolution and such.

If it's impossible to fix use Shadowplay instead, it has minimal impact on your CPU.
