[SOLVED] Game looks choppy/jittery

The issue seems to be happening when i'm tracking a fixed point the most, the environment looks choppy the issue is happening in CSGO as well that's actually where i noticed it first.

PC Specs:
CPU: i9-9900K @ 4.8GHz (Stock)
CPU Cooler: H150i Capellix Elite
GPU: RTX 2080 Super AORUS
MOBO: ASUS ROG STRIX Z390-F
RAM: VENGEANCE LPX 32GB 2666MHz
M.2: Gigabyte Aorus RGB 256GB (OS) - Windows 10
SSD: Samsung SSD 870 QVO 1TB (Games)
SSD: Samsung SSD 860 QVO 1TB (Downloads)
SDD: Samsung SSD 860 EVO 500GB (Misc)
CASE: Lian Li Dynamic O11 EVO
240HZ Alianware
144HZ Asus
144HZ Asus

No settings changed, the problem suddenly appeared. This also happened to me before but a very long time ago i have no clue how i fixed it last time nor do i remember what i searched for to find the fix.
Performance wise everything is running perfectly, no lag or high temperatures the frametime is literally a flatline no spikes.
I've looked at other threads that had similar or the exact same issue but the threads suddenly stop , leading to no fix or if there was a fix it did not work for me.

Fixes that i tried:
  1. YouTube guides for optimization
  2. Reinstalling the nvidia driver "clean install".
  3. Installing the Studio version instead of Game Ready.
  4. Turning on and off setting that are related to this kind of issue. (Even tried playing the games on one of my 144 Hz monitors, same issue)

(here's a video of the issue, not sure if its noticeable enough, i know how smooth it was before and i can tell the difference)

(Red line is the only things i ever change in NCP)
+ vertical sync Off (always been on off even before the issue)

Ok, so i was frustrated that i couldn't play COD MW2 and i checked a few more forums instead of waiting for more reply's here and i found what the issues was, somehow i managed to press my polling rate button on my M42 Wireless and set it to 125Hz instead of 1000Hz.
