Game maxes out CPU

I recently downloaded watchdogs 2. The first time i played it, i was able to play on high with little issue. now (only a couple days later) i am playing on the lowest settings possible, my FPS barely hits 20 and all of my CPU cores/threads are COMPLETELY maxed out. As soon as i close the game they drop back down to less than 5%, which suggests it's the game itself causing the issue.

My rig:
Ryzen 3 1200
GTX 1050
16gb DDR4 RAM

I know i dont have the beefiest setup, but I've seen multiple videos of people playing watchdogs 2 perfectly fine on high settings with the same CPU and GPU, what the hell is wrong with my PC??? this is infuriating.

Any help is greatly appreciated.
 

Just checked, but everything else uses less than 1% of the CPU.

That being said, while looking at the task manager i noticed that my CPU is running at a constant 1.36 GHz, despite the base clock being 3.60 GHz, both in and out of the game. Surely this isn't normal?
it seems like it might be being throttled somehow but all my temperatures are perfectly reasonable, it doesn't look lie there should be any reason for this to be happening. Any ideas?
 


My motherboard is an ASUS ROG STRIX B350 Socket AM4

Just check my CPU temps during gaming and they never even got to 50c once. Im about to check my bios for anything that stands out to throttle my CPU, any tips on what to look for?
