Game Not Running at Good FPS

Sorry about asking this noob question but, I have been trying to play GTA 5 and Ive messed around with the settings and still I only get about Average 20 fps on low settings and randomly spike up to 60+ fps. Here are my computer parts.
AMD A10-5800K
Motherboard : Biostar A58MD Ver. 6.x Micro ATX FM2+
G.Skill Trident X Series 8GB (2 x 4GB) DDR3-2400 Memory - -
Rosewill 350W ATX Power Supply
Sapphire Radeon R9 270 2GB Dual-X Video Card
Does anyone know why this happens? Iv'e seen gameplay of other people with specs as close as mine. Thank you!
Also would any happen to now if I'm able to overclock with this MoBo. Thanks!

You'll need a good quality 500W PSU to handle GPUs like the R9 270. 450W can do it but PSU load is higher. Overclocking may make the game run faster but you may still experience bottlenecking. A new CPU and 500W PSU would be your best bet.


Damn, so I might have to buy a new cpu? If I do would I just be able to over clock? Also I am going to get a new psu that 450w if that helps.

I didnt want to hear that but if its what I have to do, I will haha. Thanks for the help! Any recommendations of a cheap cpu that won't bottleneck?
 
An Intel i5 would be recommended if you want to play the latest games, but an Intel i3 would work as well. Alternatively you could go with AMD but it isn't as fast as Intel, the cores are around half the speed. For AMD an FX 8320 would work well or if you're on a tight budget the FX 6300 is also good. I highly recommend Intel though.
 
I would download overdrive and watch thermal margin (apu temp), theres a problem here I think, we've got much better gta performance on a similar system, our psu and mobo are much better quality though but gpu is weaker (260x). It could be apu/mobo vrms are heating up and causing throttling or psu is working to hard. Games like gta/bf4 or anything AAA and modern will stress your components much harder and can uncover hidden problems.
 
I have an XFX R9 270 witha 600w PSU and i can run GTA5 with high graphics and at least 100 FPS its probably the power supply the Sapphire Radeon R9 270 2GB Dual-X Video Card REQUIRES 500w AT LEAST anything less and you risk damage to the card
