Question Game stuttering and the usual solutions do not work

I've been experiencing a very annoying stutter in an online game, I've tried many different fixes including graphics-related solutions, my drivers are updated and my hardware is relatively new, but nothing seems to have worked. however i've just noticed that whenever I have experience this stutter, it matches with a spike on task manager on the ethernet section (the 'Send' line spikes for an interval and then drops, and thats when the stutter occurs i think).

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Did you use DDU to remove your GPU drivers before manually reinstalling with the latest driver?

CPU: amd ryzen 5 3600
CPU cooler: coolermaster hyper evo 212 v2
motherboard: b450f
RAM: corsair vengeance 32gb (2x16) 3600mhz
storage: m.2 ssd wd blue 500gb, WD blue 1tb SN550 ssd nvme
gpu: msi 1660ti (oc i think)
psu: corsair tx650m (few months old)
case: corsair carbide
os: windows
monitor: acer xf243y 165hz
monitor is under a year old, cooler and gpu are about a year old, ram is brand new, case storage mb cpu are about 3 years old
BIOS is latest

i have reinstalled my gpu driver just recently as this is one of the common solutions to a problem like this (i've tried almost all of them as i mentioned in the post)
