Game stuttering at high frames.

OK, long post coming up:

I use to have a 980 ti in my system, for a good long while it started giving stutters and crashes a bit too much for my liking, I tried a lot to fix it but Messing with settings and fresh installing Windows didn't help. Gradually it got worse over time until it died just recently.
I bought a 1070 and put it in my system, the first day it was great, but shortly after I noticed similar issues that I had with the 980ti, but rather than it taking months to show itself, it happened near instantly.

Frames drop from 200+ to around 110-170 and get really choppy, with a few crashes.

I fresh installed Windows again and made sure settings and drivers were correct, but the issue persists.
What could be the issue and how would I fix it?

Any help appreciated.

The other thing I should say, is the 980 Ti would frequently display an error light on the Mobo and fail to post, sometimes turning it off and on again repeatedly would get it back to normal, other-times I had to take the GPU out and reconnect it (although that wouldn't work with great success either).
The current 1070 isn't doing that... Yet.

I did a full reinstall of my OS and drivers.
