Game stutters when youtube is playing on 2nd screen.

Hey everybody, my situation is that my game would always lag whenever I have Youtube playing on my 2nd screen. Here are a few things I know, task manager is reporting that my game will not use more than 30% usage on my GPU. Second, my screens are different resolution. One is 1080p on HDMI and the other is 900p on DVI, same refresh rates. To specify the "lag", let's use league as an example. The game would report 150 fps, but the game stutters and looks like 5 fps. When it gets really bad the game would freeze for a solid second before resuming the stutter. This has become really irritating. Looking forward to hearing from everyone.

CPU: i7 2600
RAM: 16gb
GPU: GTX 1060
windows is on ssd

How fast is your internet connection? You may be maxing out your bandwidth while playing a video and playing an online game at the same time. Does this only happen when playing online game or does it happen when playing offline and online games?

Hi, I'm almost certain that it's not an internet issue. Here are a few things I tried. I played forza horizon 3 offline mode and it still stutters. Then I tried league again with a video playing at 144p and it did the same thing. Please note, my gpu is still around 30%. I feel like it's the youtube video causing the gpu to send some of it's usage over causing the game to suffer.
